| Israel Local Authorities Data Processing Center ( LADPC ) was
established in 1968 by the ministry of interior and the Union of Local
Authorities. It operates as a public company, with the Local Authorities owning
60% and the Government of Israel owning 40% of the founding shares. |

relayed between these subscribers to provide better service at all levels of

in which services are provided per request; turnkey systems, which are set up
by LADPC and operated by the customer; or joint operations, in which the
staff of the Center work side-by-side, on a permanent basis, with the customer
to operate the system.

keeps half of its 400+ highly specialized employees within the municipalities,
providing hands-on solutions to their everyday operations. The professional
staff includes computer engineers, architects, system analysts, programmers,
and computer operators, all of who enables the local authorities' employees to

| There is not a municipality in Israel that does not receive the LADPC's services,

| The most widely used system offered by the LADPC
is of Population Management. This includes population census records, school
registration records and educational resource management. There is also a

In the area of Resource and Capital, the software packages consist of programs
for managing municipal and organizational budgets, loans, tax income, parking
fines and city assets. Real Estate systems handle the cities' buildings, maps
and infrastructure, as well as a new project addressing Geographical

| "Moked", an emergency information service, has been set up as another
new system for public service in the municipalities. This special telephone
number is used to request emergency assistance from the police, fire and
ambulance services or local utilities. |

| "Informatics", an information system for private citizens, connects
personal computers to various services, information and recreational systems
such as municipal information, school registration, supermarket orders and
edutainment (educational computer games). |

"Geographic Information Systems – G.I.S", take care of all
engineering and geographic aspects, including the computing process carried out
by the Planning and Building committee, as well as the Engineering dept.
The systems allow for mangement and control of the following processes :

Building licensing and supervision, enhancement levy etc;

Follow-ups on town-planning plans and land designation.

Engineering systems which take care of all aspects of municipal
infrastructures, i.e – sewerage, drainage, water, traffic lights etc.
LADPC offers a wide range of GIS state-of-the-art technology
products, as well as combining the operational and GIS systems via a WEB
interface.
The systems have been adpated for data-input personnel, decision makers and
others wishing to show and analyse information via the GIS maps. |

to perform all resident-municipality functions anywhere, anytime. Information
transparency existing in the municipalities operational systems allow, via
internet infrastructures and voice response, to perform all and necessary
